There is no guarantee that tarmac will be flat enough either, and no I don’t think there is. Didn’t Koenigsegg run their speed tests on a desert highway or something.

They did one on a Danish air base and the top speed record on a highway in Nevada. They needed 11mi just to get to 280mph. Imagine building a stretch of road that can handle the speed, the abuse, the heat of jet powered cars doing 500mph, it would cost a fortune and be impossible to maintain.
