Hasn’t it been more like one to one and a half years? Or basically, since Germany 2018?
Vettel was solid in 2017, the thing that really derailed that championship fight was the Singapore crash with Kimi and Max, but not an error from a spin. This would also lineup with the technical bit part, as 2017 they ran high downforce, 2018 they balanced it to add straight line speed, and 2019 is full on low downforce, low drag.
